[摘要]業經過多年的，已經成為國民的重要組成部分。但旅游環境建設的相對落后導致了旅游業發展中市場秩序不規范、管理無章可循和法制觀念滯后的現象比較突出。本文從中國旅游法律環境的組成結構入手，探討其發展中存在的，提出建設性的意見，供業內和相關行業人士。
